Check and see if the following registry keys exist:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
In the right pane look for NoDispCPL
If it exists, Double click on NoDispCPL and change the value from 1 to 0.

I notice the problem a few days ago, when i was trying to set my pic as background. erm some pic was set to stretch and look ugly so i want to try to set to center. it was than i notice tat i cant go into display properties. What about before setting the display picture? Anything you did before setting the display picture? Recently i uninstalled the divx player and installed a newer version.(but i deleted it still the same problem, reinstall back also the same). Upload some pic from my HP. Downloaded AVP from torrent(did virus scan b4 nth found).
tat all i can remember.
Oh ya i just deleted my graphic card and try again still the same nth come out. Install back and update driver also no help at all
graphic card is Geforce FX 5700GE.
