Cannot access Display Properties

HI, a few days ago, i found that my PC cannot access the display properties.
I try right click properties nth happen.
i also try go to control panel and select display also nth happen
I unintalled my video driver and installed again, still the same problem
did a scan using anti virus, ad-ware and spy bot no virus found - still cannot work.
The strange thing is, i can change the screen resolution provider by the graphic card properties. but still cannot go to the display properties.

Copy and paste the following in blue into Notepad.
regedit /e "%userprofile%\desktop\look1.txt" "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies"
regedit /e "%userprofile%\desktop\look2.txt" "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies"
type "%userprofile%\desktop\look*.txt" >> "%userprofile%\desktop\result.txt"
del /q "%userprofile%\desktop\look*.txt"
start "%userprofile%\desktop\result.txt"
Click on File > Save As....
In the File Name box, copy and paste in look.bat
In the Save As Type box, select All Files from the drop-down list.
Click Save.
Double click on look.bat to run it. Command Prompt will open and close quickly; this is normal. Notepad will open shortly afterwards. Please post the contents of this Notepad file in your next reply. -

Nothing wrong... might be your display adapter program is taking over Windows Display properties.
Though I've never seen that. -
than wat should i do? this mean i cannot access my screen saver and other things.

If it opens up a page full of text , select and copy the whole page of text, paste it in notepad, save it as a .reg file. Then run the .reg file. -

[*]Scroll down to Hidden files and folders.
[*]Select Show hidden files and folders.
[*]Uncheck (untick) Hide extensions of known file types.
[*]Uncheck (untick) Hide protected operating system files (Recommended).
[*]Click Yes when prompted.
[*]Click OK.
Go to the System32 folder.
See if you can find this file - desk.cpl -

Type regedit in the run dialog box
Check and see if the following registry keys exist:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
In the right pane look for NoDispCPL
If it exists, Double click on NoDispCPL and change the value from 1 to 0. -

When did you notice this problem? After you installed a program? Uninstalled something? Or whatever? -

I notice the problem a few days ago, when i was trying to set my pic as background. erm some pic was set to stretch and look ugly so i want to try to set to center. it was than i notice tat i cant go into display properties. Recently i uninstalled the divx player and installed a newer version.(but i deleted it still the same problem, reinstall back also the same). Upload some pic from my HP. Downloaded AVP from torrent(did virus scan b4 nth found).
tat all i can remember.
Oh ya i just deleted my graphic card and try again still the same nth come out. Install back and update driver also no help at all
graphic card is Geforce FX 5700GE. -

What about before setting the display picture? Anything you did before setting the display picture? erm, i think i deleted some unknown file inside my Document.
I forget the file name. Could it be the file tat i deleted?? -
What file is that? Still in Recycle Bin?
