This is very generalized.
While Firefox certainly has lots of addons that aid hacking, a hacker certainly don't need Firefox to hack.
Even without Firefox, any student desperate enough will find ways with IE.

as for the boy, treat it as a violation of the network policy. Of course it may seem dumb that teachers are giving redundant detentions for something small. but there are rules students should abide by.
the whole entire school's IT system shutting down and hit by a viral attack, or being hacked definitely isn't something teachers want to risk leh.

I think the network is more likely to be hit by viruses if one of the students using IE surfed "undesirable websites" given the numerous security loopholes found in IE and possible access to ActiveX plug-ins if security policies are not set appropiately.
