2. Malware on your computer using your connection to do bad stuff. Especially if you have been visiting heh sites.
3. Background applications using your connection to transmit data. Maybe Bill Gates is sending some update to your Windows for X'mas.

5. Many users on your HDB block are clogging in the same fat green pipe. Try downloading during non-peak hours like after 2 am.

If you see jerky movement in games or applications, it can be due to your graphic card. But the card in no possible way affects your download speed. Do you mind listing out what broadband connection you are on, and what do you define as a slow download speed? (If you're on dialup, I've got nothing else to say. )

You've just got 64MB, don't expect graphics to be good. It works fine as long as it's not 3D intensive. Don't believe, run a 3D benchmark test. It will fail horribly. I've gotten a lowly 6 points and I think it nearly hit negative.
Talking about jerky graphics, did you install your graphics drivers? Windows default drivers don't necessary work. Grab your motherboard CD, put it in and install the graphics drivers. It should be better now.
As for your Net speed... LatecomerX will deal with you.

hmm... I think I may have solved the problem. I suspect my second hard disk to be faulty so it may have caused the poor performance of the whole system, including downloading.. Once the second hard disk is out, it appeard to be ok now.

A faulty hard disk shouldn't affect the download speed, but system performance may be affected. Are you saving a lot of things to that hard disk?
