VideoPro selling their WCG build for $1799 inclusive of monitor and Windows Vista Home Premium. I suggest upgrading it to XP Pro. And since it includes an above-average CPU cooler, you may want to upgrade the motherboard to an Asus or Gigabyte as well and overclock your CPU a little to get more juice out of it. A must would be an upgrade of RAM which wouldn't really cost you much these days. Consider spending the remainder of that $200 for a better graphics card if possible.

Get windows XP Pro. Vista (all builds) is resource/ power hog. If you use Vista, then might as well get 4GB RAM.
250GB HDD is usually more than enough, though its your choice so I cant interfere with your decision.
