OOP vs Procedural

I would like to hear opinions regarding these two programming styles.

And is it generally true that procedural programming is suitable for creating small-scale projects as development time is shorter and more efficient in terms of CPU time, whereas in mid to large-scale projects, OOP would overtake procedural programming in program development as the amount of re-usable code increases and where extensibility is more required?

So, for example, if you are tasked to do a simple 50-liner program, and the programming language in use allows both programming styles, which one would you usually use? And under what conditions would you choose the other style? What about something more complex, like a 500-liner?

In Maths... the lazy ones do this

if I want to do a good application...then OOP.
