Most of the time it's caused by a timeout error to connect to your network. Right clicking on the network icon (near the clock) and select Repair should resolve the issue.
If you receives this problem intermittently, you will need to check your router settings. If you have changed some values there, reset it back to the default.
If you are using Vista... please take note that Vista takes a freaking long time to connect to the wireless network. In the meantime, it shows a limited access. It takes about one minute or so for it to recover before you will have full net access. It's just a Vista problem, waiting for Microsoft to figure out their problems.
