  does an apartment block have the same IP for the entire building or different for each unit?
  
  and do different businesses in the same building have different IPs?

  First question - it depends on the ISP. It can be set up as such to save the IP addresses. We don't have that many.
  
  Second question - most likely will have different IP addresses.

  depends on the subnetting...i think all different.
