Manufacturers counted on the release of Windows Vista to generate a huge flow of customer flow as people would be upgrading their system RAM. DDR2 is the RAM in fashion, so the focus was on DDR2 and humongous mass production kicked into action.
However, Vista did not prove much of its worth and could not displace XP of the shelves. There were few people flocking to buy more RAM modules, resulting in a low demand and high supply, thus the decrease in price.

Laptop RAMs and PC RAMs are the same. Only difference is the size and the price.
