The price should be around $900 and above, not $2000.
As for the specs you posted...
Anything from $800++ to $1000++... if you get the crooks.
Integrated graphics is seriously not recommended for gaming PCs.

A vista basic is not really recc as you cannot do file sharing, remote assistance ect.
thus, go for a windows media centre edition or professional edition. If you must, then wait for sp1 of vista to come out first.
Try not to get a integrated gpu. get a dedicated one about 256mb shud do the trick. If you do not intend to upgrade your computer for a long time or you are using it for a long term basis , get a 512mb one.
Ram is more than enough for vista homebasic Dvd is ok, although i recc LG's Light scribe Dvd burners or blueray ones if u intend to use this computer for a long period
160Gb Hdd, at 5400 rmp or 7200 rmp? if u must get the 7200rmp, it writes faster.
