Well because they already announced that MS will cease servicing(phase out) XP.
So to go back on XP is like admitting Vista is not ready, they have to roll back to XP and rely on it.
That's the impression it gives. -

It's not that Vista is not ready, it's really an utter failure in the whole of MS history. so far, I only know certain Dell DIYs allow XP to be pre-installed
the average end-user will probably just use whatever OS that's in their new PC / notebook...
