Possible "Charred" Graphics card (Acer laptop)?

  Just recently, my graphics card(more specfically ATI Radeon 9700) started to give problems when i run games in full screen.
  
  I tried changing hardware acceleration, works a few times but now it doesn't seem to correct the situation anymore.
  
  The screen appears with a lot of ||||||| and dots all across the screen which are yellow and green in color. Will try to screenshot if i can soon.
  
  So can i say that its a hardware problem?
  
  Btw does anyone knows how soon can Acer rectify and replace my graphics card? I need it for my school work everyday.
