is the upgrading offer a package deal with other things like extra rooms etc?
that might be the carrot they use to cheat you pple of the money to make the lifts although you don't benefit at all -
for those older generation here.... do u remember that last time when u buy a flat...and that level got lift.. it will be more ex... reason is that GOT a LIFT at ur level lor... right bo?? but now... for lift upgrade.. everyone have to pay... reason being.. it's a public project and everyone benefit from it.. so must pay .. but government very very nice will subsi ALOT for u....
very logical right our government...

he agreed that by not turning up it meant i did not support the upgrading. then why are they so particular if i personally casted the vote or not?

if you really don't want, cast 'NO' lor...if i not wrong, when my parents cast(they dunnoe english), the person lead them to tick YES(loool), but off course my parents wanted the lift though.
