Lift upgrading

i received the estimated costs and sums payable for the lift upgrading.
as a 3-rm flat owner i have to pay $620. PRs have to have $12,400 .

the lifts on this particular block stop at the 'half floor' of 1,3,5,7,9,11,13.
so the lift is accessible to every household except those on the 15th floor. we either climb half a floor up or down to get to the lifts. again except households on the 15th floor of course.
why do we want lift upgrading when the only difference is for the lift to be rebuilt on the main floors after upgrading?
the difference is afterall only half a floor up or down.
logically we are paying to build the lifts to make households on the 15th floor happy. and they dont even pay more. -
