  a 74-yr-old grand owes more than $1k in utilities. she has to fend for 3 intellectually disabled grandsons.
  
  she receives $100 monthly from a charity.
  
  utility board suggested Pay-As-You-Use scheme.
  
  how does PAYU help when she has no money?

  wah lar..stupid charities only give $100!! two-three students stand on the roadside collecting money also can get more! More reasons not to donate to charity

  in the end, only $10 arrived to the intended nia
