why not? with trains now also not reliable. travelling from one fixed boat station to jurong island or near coastal areas for workers via boat along the singapore shoreline is good way of new transport system to ease conjestion during rush hours.
Wait till a boat sinks.

They did it for the CSLR in London back in the twenties.
It went okay till a tunnel collapsed, then they stopped doing it while trains were running.
Then the tunnel collapsed again, and then they did it by cut-and-cover.

So to avoid overcrowding , please do not increase the population. At one time we have only 3 million people back in 1980s. Where did the extra 2 million people come from ?

Walk to Work wastes too much time. The bosses may not like it.
How abt DHL instead? All employees report to DHL in the morning, and pack themselves into carton boxes, and gets couried to office.
Evening time, call DHL office to pick them up from office and courier back to home.
Cheap, Fast and Convenient.
