The other half is, if you build a underground station, you can have CD shelter (So Sengkang, Punggol, Stevens was some of the exceptions), but if you build an aboveground station, you definitely cannot have CD shelter (Tell me which above ground MRT / LRT got CD shelter one).
I noe earlier got ppl wished that Bedok Resevoir / TSL to be above ground, but that impossible.
Reasons: Where in these 2 areas (Bedok Resvoir / North, areas along TSL especially Mandai / Thomson there) got CD shelter? Then why BLE / Tuas extension can above ground? Answer: Apart of distance, consider that Pioneer flats are mainly new flats = automatically every unit got 1 CD sheleter, and Tuas Extension all factories, who really go there? So, no need CD shelter = no need on underground.

I see, thanks for the inputs, so for the Woodlands case ... is due to AMK West no CD, and most people wants TSL to be above ground should be on the Mandai / Thomson sector which is much nearer to AMK West compared to Woodlands (Mandai maybe exception, nearer to Woodlands).
By the way, they did also said that due to cost considerations, they did not build the BKE underground was also causing trouble (Read: Monkeys cross over to other side and kena knocked by drivers in BKE). The impact to the environment there is also "significant". I dont think they would repeat the same mistake again.
Mandai -- is not a bit but very ulu. (And I KNOW why there is no CD there, few people actually live there what!?. Its not a HDB estate anyway and residents of that area is basically a few terrace in donkey years ago.)

The shallowest stn is Sengkang- need short esclator to get to L1. I believe there's no more stns more shallow than this, stns are getting deeper and deeper.
The shallowest SMRT stn is Newton, not Novena. -12m deep. Novena is below malls.
Perhaps forever, EW30 would be highest, as need space to provide additional platform.
I think River Valley to Jalan Besar would be deep, as need to go below CCL Bras Basah, which is 35m deep, Becoolen Mrt station dropping DEEPER. if Rochor 45m deep, Sungei Rd Mrt go below Rochor 40+m deep.
there's no such thing as 'forever is the deepest' stn. ERL and TSL may go even deeper.
I'm quite sure that the DTL passes over the CCL near Bras Basah instead of under, but I could be wrong.

What about Punggol? Like Sengkang, the concourse is also on the surface level.
I read an article before, it mentioned Novena is the shallowest on the NSEWL.

They are building the DTL under the CCL. That's why it is so deep.
37: So CCL depth also got effect on DTL. My Guess: Bugis may also be quite deep. Why? Promenade 43m, DTL train like waterfall.
To add more trouble, Rochor could be 45m deep!
But according to wiki, Newton is currently shallowest!
