When will the first train to be fitted with V2 STARIS be operational? I know that they are installing on a C751B right?

It hasn't got an approval by LTA to operate the STARIS v2 yet, according to SMRT during WUTC.
Materials for V2 are also costly, so no point for them to install to all sets

So now they are installing on 1 set then if LTA doesn't approve, they will remove it? Why they need LTA to approve.
why trains can't depart when the PSD isn't fully closed?

Safety reasons. Like this:
Why can't elevators depart when the doors outside isn't fully closed?
when the hell is smrt gonna refurb the apm 100 or buy more apm100/200

Cause LTA is the owner. SMRT is just the operator. Final say still goes to LTA.

Ok.
When will we see all C651 refurbished? By next year? I think we should see 1 this year right?
Hmm... They said (Wikipedia) : "The Siemens C651s will most probably obtain these VFDs once they have been refurbished but(2 C651 set 225/226 and(TBC set 201/202) as refurbished demostrator train but rarely came out for passenger service)."
When I looked at the VFDs section. What they are saying is that 225/226 is a refurbished C651 train but rarely came out for service? But it's not in black. And they said "TBC Set 201/202" what's TBC?

Wiki is not to be trusted. The tender for the refurbishment of C651s is not out yet, so none are up for refurbishment as of yet.
Why do they normally deploy C751Bs for LTE?

It is.
is there going to be a line that shares the same trains with the E-W and N-S line in the future?

unlikely. Most Probably Only Line Extensions
Hmm,I need a detailed explaination for a driverless train and a driver controlled train??

Driverless menas nobody drive and vice versa.

It depends on how detailed you want it.
In Singapore's MRT system, a driver controlled train is one where the driver has the option of having the train automatically drive itself (automatic mode), or manually driving it himself (coded manual).
"In manual mode the train is being driven by the driver, but the train will receive and transmit information, and restrict the driver's actions.
"In Automatic mode the train is driven by the ATO (automatic train operation) system. The driver simply opens and closes the doors and presses the twin "start" button when the train is ready to leave the station. All other operation, including stopping the train at the next station, is done by the automatic systems (though of course the driver has to remain alert in case of obstructions on the line, passengers trapped in the doors, and so forth)."
Edited from text from http://www.davros.org/rail/signalling/articles/central.html
A driverless train basically acts like a train in automatic mode as mentioned above, except that the train will close the doors and activate the ATO itself, rather than having a train operator doing it. Such trains, however, will still have controls available to staff members to take manual control of the trains.
How come CCL no staris?
CCL might not have been completed, but at least there should be a beta ver for the current stages by now?

First, overhead panels in C830s are smaller than those in the NSEWL trains. Imagine seeing the route map display hanging with its wires exposed if it were placed on the smaller panels, instead of the bigger panels.
Second, NSEWL trains come with overhead ad panels just above the train doors, and that's where the route maps are placed, whereas for the C830s, they don't come with overhead ad panels above their train doors.
Third, CCL announcements, would be hard to sync with STARIS VFDs. So the best would be the VPIS that were alrd installed during manufacturing.
