Allow me to number the questions:
1. STARIS is a system by SMRT. Since the C751As are under SBST, it's their choice whether they want to use SMRT's STARIS on their line. Maybe SBST feels that their VPIS provides enough info.
2. Nope. Trains on the NSL, EWL and CGL are interchangable.

2. All trains on the 3 lines are interchangeable. It also depends what time you see the trains.
Maybe at 5pm you see it on the East-West Line, but at 9pm it could be on the North-South Line, and maybe at 12pm on the CGL.

NSL to EWL crossover, terminates at CHD. Evening deployed to CGL as TRN 142. All 3 lines cleared.

When The STARiS is Turn Off/reset, if The VFD Shows 1.2 means the STARiS is Version 1.2.
If the VFD shows 1.1c den the STARiS Version is 1.1c
STARiS V1.2 has the updated scrolling text of the new No Eating & drinking announcement
Sometimes however the VFD shows a "@" sign instead
