Must be the flange wheel rubbing against the side of the rail.
Like what he said, standard is standard. 1435mm will always be 1435mm.

SMRT is currently running on standard gauge (1435mm). Guard rails are there for a reason. Assume that there is a train derailment, the bogie will get stuck to the guard rail, thus, won't cause any accidents such as, carriage topple down to the ground.

If I'm not wrong, WB trains leaving Bugis to City Hall are also making that sound.
Now, trains thet depart tampines station are now making the sound.(As seen from the colour of the tracks.)
