Speaking of underpass, i tink there are one at Marina Bay there, but its locked -

I think the underpass was shut down and demolished to make way for the construction of CCL.
Because of that location, the underpass tunnel must have been demolished to allow the CCL tunnel to be constructed under the road. The CCL tunnel is in between Cathay and SMU.
