Not sure about that but there's no reports of any accidents or whatsoever but after hearing that announcement, it could be due to a technical fault

Train service disruption at Pasir Ris Stn when a technical fault occurred on the tracks near the Station this morning.
However, the delay kept being extended through more public service announcements, and it was then realised that part of the MRT track was not functioning properly when a train heading into the station had to turn back.
SMRT staff then evacuated the station while fixing the problem, and Alvin noted that it didn't take very long before commuters were allowed back into the station again.
Refunds will be given, and commuters have 3 days to collect it from SMRT.
According to the SMRT spokesperson, the delay was due to a technical fault. Said the spokesperson in an official statement to STOMP:
"This morning, eastbound train service between Tampines and Pasir Ris stations was disrupted at 9.14 am when a technical fault occurred before Pasir Ris Station.
To maintain service on the unaffected stretches of the East-West line during the incident, all eastbound trains were turned around at Tampines Station to continue westbound service. Train services on the North-South Line were not affected. Normal train service resumed at 9.28 am."
