who decides?

  i've always wondered...
  
  when trains are purchased from other countries like japan or germany, who is it that gets to decide the looks and functions of the interior and exterior?
  
  eg exterior color, interior seat railings, extra central fans, speakers, lightings, and even the new front window of the CCL train?
  
  is it LTA, PTC or the operators?

  The design of the train's specs are sent to manufacturers.
  Simple way: The people think of ideas, the manufacturers make.

  probably some big shots in SMRT - who probably never step into the MRT for his life....
  
  same for all big organisations for big purchases....they may have a committee or some sort of selection algorithm but ultimately the decision maker makes the ultimate choice....
