Papedum's Blessing is very situational. Black coloured heroes? I can only think of Enigma(who isn't really black anyway), Shadow Fiend and Spectre.
The only thing I can think of this skill is synergy with the ultimate.
What is the duration of Tamil Tigers? They seem quite strong though.
As for the ultimate, I suppose you mean everybody including allies so you can cast Papedum's Blessing on them. However, this is situational again. You won't want an ally attacking another of your allies with 80% increased damage.
I think this 'hero' still needs some improvement
