  Take a look at Club30, Starblue's Heaven and ::Noiseology::
  
  They have guestbooks for new visitors, which I feel is a good way of inviting forumnites to visit your forum cos they'll feel welcomed.
  
  A theme that tells people what your forum is about helps too.
