Until today, they only know how to introduce half baked incentives bit by bit. Nobody has the guts to overhaul the entire taxi pricing structure.
1. Remove CBD surcharges.
2. Remove or reduce 25% (e.g. 15%) peak hour and 50% midnight surcharge (e.g. 25%).
3. Have one standard flag down fare and higher tariff e.g. 30 cts per 300 km fixed regardless whether first 10 km or not.
In its place, introduce surge pricing. If CBD or any area suddenly got demand, then a surcharge kicks in for booking calls to match PHV's surge pricing.
All the surcharges (CBD, 25% etc) were meant to tamper demand and encourage supply. That is, when demand is high, surcharges will help reduce demand and at the same time increase supply to balance out.
However, with pirates operating today, these mechanisms are no longer effective nor relevant. There is no longer any peak demand because including pirates, the supply today is at least 40K taxis and PHV.
Scared taxi drivers throw key? Economy so bad, who dare to throw key? Reduce rental lor. So many already throw key and move to PHV even with all the surcharges in place. Why? Cos simply no demand for taxis and PHV offering incentives.
Reducing taxi rental and overhauling the taxi fares at the same time is the way to go. Chemo the cancer or it will spread.
May not be so extreme as suggested above but certainly some changes are needed.
Jump ship also need a transition period. Market so bad, can't afford not to have income even for a day.

street pickup is still only taxi. it is immediate premium service? rider no need to wait. why reduce the fares?
the competition is booking service. taxi should implement their private booking service too.
compete in the rates during low demand period. surge when there is high demand like uber and grab work.
taxi service too honest, need to learn legally chop carrot when there is high demand.
imagine when there is high demand, phv n taxi all surge, what will be the public response?

not totally true on that. cause gahmen's profits are not affected yet. Or shall i say they are only affected because there's no growth income. but as long still maintaining their profits / rice bowls, why should they be bothered? It need taxi companies need to do and compete not government

Street pick?
1. Sometimes wait one hour oso no taxi come. It is not definite that you can get a taxi especially if you are in a rush. And you have to compete with other ppl sometimes.
2. Some taxis green lantern oso dun stop.
3. Some stop but want to conduct interview first.
So, pax say PHUI! and go take grab and uber better.
If you can have a car come right to your doorstep to pick you up and cost less than hailing a taxi on the street during peak hours, what will people choose?
That's why night time hardly any call and any street pax nowadays. It's always the price and service. Cheaper, more guaranteed and more convenient. That's what ppl want.
Lowering rentals alone will not solve the demand issue.
I personally feel that elderly ppl are usually thrifty so seldom take cab leh.
During my early to mid twenties, i took cab to work very frequently. Night time after partying also take midnight cab without blinking an eye.
Nowadays before i take cab, i develop a habit to take a look at the fixed price and estimated price of grabcar/ grabtaxi before deciding.
Children nowadays also use grabcar cashless booking to fetch their illiterate parents to their destinations.
I must say it is very successful.

Elderly ppl still have the mindset that taxis are a luxury. Fetched many elderly ppl to work. They always request that I stop the taxi some distance from the gate. Cos they scared colleagues see them take taxi and kong wu kong bo.
Most elderly ppl are retirees and usually have more time to travel by public transport.
I noticed lately number of taxis queuing at taxi stand have significantly reduced. Business getting better or too many throw keys?
