Traffic accident query

If I rear end the car in front of me, ( no other injuries or property damage besides the vehicles involved ) after all the insurance and claims settled, TP ( despite the fact they were not involved when accident hapiened ) can still impose a fine as well as demerit points for the accident?
is this true? I come across cases where rear driver are slapped with TP fines

My case of chain collision last time....
I'm the 3rd vehicle, the last 1 Citycab crown driven by lady ram into me, than I ram into 2nd car and the 2nd car ram into 1st car....
Imagine that cb crown, her force of impact into my rear are go great.....

So I straight dial 995 for ambulance....
Chow chee bye lady taxi driver fark me for calling ambulance, limpek fark her back deep deep, "Hello, si char bor, you don't know si mi si da brake is it? still want to talk loud"......
So, ambulance came, all cannot shift our vehicles, because once ambulance activated because of injury, next TP will come liao......
That morning, Loyang Ave jam like fark.....
After few months, receive letter from TP.....
Was inform that ccb lady TD was slap with $2k fine and ban from driving for 12months, and me, the 2nd vehicle and 1st vehicle bo dai ji.....
So what I mean is, once is police case, there's nothing we could do also, beside submitting all the accident report to taxi coy, just wait for TP result lor.....

Even you try to bluff your way also no use 1......
From the look of impact and damages, they will know who's wrong who's right liao.....

Only when very serious accident, than there will be a chance TP arrive earlier.....
995 is interlink to traffic police 1....
Once you activate 995, don't even need to call TP, they will arrive in due time....
