Actually, you know why people tout? 2 reasons,
1) easy money (one trip from MBS to Sentosa or to city area, $50 and above, zoo, bird park $60 and above
2) providing an extra express service (there are always those desperado who need transport fast and dun mind paying more. U TDs should know those long queues waiting at safari, zoo, MBS at certain piang time, taxi not enough, no problem, touter come and help out lah.)
y TDs cannot see open? U earn your living, touter earn their living lah, they also providing a service mah... Y those TDs must complain??
u think these Combi and limo hungry?? Pls hor, they all very selective one hor... Jurong west, CCk, Bkt Panjang, woodlands, sembawang to airport, they not interested one hor..
airport arrival must take sign, go in catch pax they also not interested one hor.

nowadays lots of TD like to play tricks especially on weekends & public holidays.
Drop pax but dun want to pick up....hope to earn more thru booking.

Today, I drop pax at Giant Tampines. Time 5.20 pm. Put busy after that. Saw the frustration of those at taxi queue when they saw my cab...feel sorry for them. But cannot help. Shift change at 6 pm Hougang. Haven't pump gas yet....

You see, usually "they" will appear when that area got high demand of taxi....
Is our Sg taxi really not enough?....
Those so call willing pax are actually waiting for a taxi....
If those "limo drivers" approach them when there's no high demand of taxi, than I say they are steady....
If not, than I look down on them lor....
It is not about who paying or who taking the paxs, that is trival issues, what is more important is CONTROL.
We do not care much about those touting guys, they earn their living and we earn ours, but if illegal touting is allow to functions freely just like illegal prostitues is allow to roam geyland freely, what is the end result? you go figure it out.
In a law abiding Singapore, the keys is control, it might seem trival at first, but when thing get out of hand, I think TD also can change job, get a van and do touting, and the whole street will be full of people touting paxs, and as such, chaos take over, public complain being harassed, TD complain no business, jam here and there..all hell break loose.
Just like sex with underage, last time, no much of a problem, but because many start to do it, the govt have to put a stop in it, put them to shame and hopefully, it can deter others from doing it, but frankly, I also dunno the age of my bak bak girl, look young,,,,told me 21yo, limpeh better check it out, if not later face on paper, sgforum also no face
