No lah, this is to guard the condos there, nowaday a few breakin happened at west coast side condos, do you know that west coast is also a good place for illegal immigrant coming from indonesia island?? If you go into west coast park, you see many tentages there, many no house go there live, free toilet, free water, no need pay this and that, somemore go nice garden, sea view...
And this condo in the picture is also the condo whereby a woman killed another woman in a lesbian relationship, later the body was cut and dump at clemeti park.

Last time they use it in war front, got night capability also....
And can zoom until your car cabin, even if you are writing something on a piece of paper also can see what you are writing....

fyi, i have seen TP stand at shoulder bushes, near some flyover along ECP, esp around Tg Katong exit side, there's a shelter bay under a ramp/
