My brother touched me

I am 23 years old and there's something I did on a few occasions a few months ago that I'm ashamed of. I used my brother's hand to touch my breasts while he was sleeping. He is 7 years younger than me so he is 16. He appeared to be asleep but after a while I felt that he could be awake so I stopped doing it, and I honestly feel ashamed and regretful about it.
However, last night, my brother touched me. He placed his hands into my panties and bra. I had no idea what to do so I just pretended to be asleep. I don't dare to share this with my family as I believe this happened because I used his hand to touch myself before. But I feel that he went overboard with going into my panties. This is bothering me slightly as I have never been touched, despite my age.
Any suggestions what I should do?

You shouldn't be sleeping in same room as your brother. Tell your parents to do something about the sleeping arrangements.

for me brother is okay... if other guy( other than bf) then its problem.. he is growing.,so yeah... as long he don't blackmail you or force you to have sex with him... just let him be. Since you say he only touch your bra and panties, not taking pic and blackmail you... I feel that its normal but if u feel uncomfortable, tell him to stop.
inb4 you should not sleep together.. I and my sister sleep separately, she is in her room and I have mine... only share toilet.. I sleep in my sis room if there is guest coming to my hse and my room use as part of guest room..
