I don't know if this is a girl's little secret, so I want to know what's your experience/opinion.
Yesterday morning, as usual I went to a nearby restaurant for breakfast alone before going to work. There were lots of tables, but only few was occupied. A brief while after I took a seat, I noticed there were 3 office ladies seated to my 2o'clock. The middle one was pretty sweet, with nice long black hair but doesn't look slutty at all. I stole some glances at her and she seemed to notice it, even exchanged glance with me for like 2 seconds... I was like uh...
Now here's the thing, most office girls wear those tight pen skirts, and they usually cross their legs when seated (a decent practice?). This girl, who has been crossing her legs, uncrossed them. Logically, a girl who's aware of a guy seated to her front angle would not do that, yes I saw her panties. It's white. I was stunned and I pretended to be not aware of it (most guys do that). She never bothered to cross her legs anymore throughout the rest of the 20 minutes I spent sitting there taking my breakfast.
When I looked at her once in a while, she seemed to notice I was looking at her. So what is this?? I thought girls were supposed to be shy and all but I'm not sure if she did this on purpose or accidentally??

Looking at today's fashion trend...many women are not even bothered if their bras/ bra- straps are seen, cleaveges are very exposed , 3/4 thighs are seen..what more just white panties?
Many are already desensitized by what is 'obscene'nowadays. Thanks to Hollywood and media exposures. Sex sells & sex rules the modern media, like it or not.

And 'sex sells' isn't new BTW, it's been selling for the course of human history. Speaking on a scientific point of view (behavorial study), if walking out nude is a norm, people will be less bothered to gawk and stare. This is proven in tribal societies that still exist today. The females were all nude but the men do not stare at them coz it's a norm in their environment.
