  I've encountered this several times, some cats will just turn over & expose its belly..

  sometimes when I give those friendly neighbourhood cats a pat or two then they will juz roll over..

  but I nvr take the risk to give them a "belly rub" just in case it decides to scratch..

  oic, you inquired the question because of this reason.   they turn around for you to play with them, a.k.a waiting for you to touch their belly and they happily try to scratch your hand, doesn't mean they angry

  I noe so to prevent any injuries on myself I usually don't give them a "belly rub"..
