How come it was not spotted back in the upgrading works in 1980s is beyond me.
often it's those works contractors that are the culprits .... there's a house that's undergoing renovation in my estate .... when I pass by with patches I noticed large amounts of cement in the drains .....
the lazy banglas simply dump unused cement into the drain instead of carting them away ...
same thing for the grass cutting banglas .... instead of raking them into bags properly, most of the trimmings now they've become "automated" and equipped with hand blowers they'll just blow the trimmings into the drains.
