Frankly I don't see the need to dress up to go casino, except that the casino enforces it. Probably so that it would seem more "high-class"
For concerts I guess it's respect for the performers. And on the streets, I don't really care.

so there was super long queue of tourist and Singkies who wanted to go into the Casino. But the gates had to be closed from time to time due to the crowd.

Honestly later they would realise it wun work simply because of paperwork. Like you've supplier need to be GST reg, but you need not like hawkers. So you can't claim either.
Tat's why co like SBS here are GST Registered. They can least claim GST for bus and fuel purchase.

Same as Malaysian cannot claim GST when purchasing goods here.
wat cassie meant was the plan by KL to exempt essential goods from GST.
