  after rain, take a pot of HOT BOILING WATER, pour onto your neighbours potted plants (at the stem area), the plants sure die naturally one..

  Just spoke with my folks a few nights back--apparently, their neighbour a couple of houses down had been fined for having standing water in one of those pans kept under a flowerpot in their garden.
  
  Didn't know what the amount of the fine was, though. Any idea?
