The story ended that way to prepare for the final chapter lah.
Plus the movie cannot deviate too much from the book or explain the book's side and sub plots to the T because that would mean stretching the movie for another few hours.
And then people will complain the movie too draggy and long winded.

This half-blood prince is preparing for the next series.
There is not much action in this movie, alot of conversations.
The ending abit wtf, but you can tell its preparing for the next movie. harry potter and the deathly hallows.
