With a cast like tht, it seems like its gonna be one hell of a comedy.
First of all, the goodies begin even before the main movie starts proper, with some hilarious fake ads and trailers just like Tarantino and Rodriguez's Grindhouse features which fabricated some material of its own, so don't be a dweeb and be late for the movie.

Kirk Lazarus: Everybody knows you never go full retard.
Tugg Speedman: What do you mean?
Kirk Lazarus: Check it out. Dustin Hoffman, 'Rain Man,' look retarded, act retarded, not retarded. Counted toothpicks, cheated cards. Autistic, sho'. Not retarded. You know Tom Hanks, 'Forrest Gump.' Slow, yes. Retarded, maybe. Braces on his legs. But he charmed the pants off Nixon and won a ping-pong competition. That ain't retarded. Peter Sellers, "Being There." Infantile, yes. Retarded, no. You went full retard, man. Never go full retard. You don't buy that? Ask Sean Penn, 2001, "I Am Sam." Remember? Went full retard, went home empty handed...

I'm more fluent in English and i actually thought that it wasn't funny. It was really lame, random humor...?
Although i really liked the part where Tom Cruise was cursing at Flaming Dragon and i liked Robert Downey Jr's character , Kirk Lazarus.

some people don't get british humour
some people don't like brash american humour
being fluent in english doesn't make everyone's humour level or appreciation the same.
understanding what they were crapping about makes a difference.
i can safely say that someone who watches channel 8 serials his / her whole life isn't gonna understand this show one bit at all.

Ah... But being "ching chong" doesn't equates to pop culture apathy...? And Channel 8 isn't the only form of entertainment that caters to mandarin educated individuals. That's why most movies screened in Singapore comes with mandarin subtitles.

Being fluent in english allows a certain level of understanding which makes a difference like you said.
Yes, the appreciation of humor differs with each individual but i have a question. How would you classify the humor of the movie Tropic Thunder....? I have been known to laugh at "American humor" and "British humor" but Tropic Thunder seems to be in a whole other genre.
It's not brash like The Longest Yard. It's not visual like Mr Bean. It doesn't seem to fit the lame randomness like Napoleon Dynamite and Nacho Libre. So how would you classify it...?

and how are those who stick to channel 8 gonna understand this quote from the movie?

things get filtered during translation.
i can watch the same movie in thailand with thai subtitles. the thais watching it are certainly not going to get the full effect of verbal jokes, at most they will see the slapstick side of the movie
look, even someone who watches english shows all the time might not understand half the jokes Eddie Izzard dishes out at his stand up comedy routines.
