  I remembered looking at his hands and getting a bit freaked out when i was young, watched till the part where he was trying to pick the lock of some guy's home and the police officers said "Put your weapons down"...
  
  Anyone recall this movie where this guy was like severely burnt by some gangsters/mafia who visited his house and the bomb went off by this osclilating toy... He became grossly disfigured and went to seek revenge... I think.
  
  Is it a comic hero movie or some horror movie ah, cos it was shown on channel 5, scared the crap outta me.
