I find Part II the best of the three.
The most touching part is when the car got blown off and Anthony Wong Qiu Sheng attempt to save his good friend.......can see how much agony going on him.... -
i think cannot get over the fact the undercover cop's family actually link to underworld. kinda lame storyline if u think about it.

2. Chen Yongren replied to Eric Tsic when asked why he wants to be a cop, was he wants to be a good man.
3. Chen Yongren stint in the prison was another good indication that he is determined to be a cop despite all the bashing.
Points 1-3 perhape can only makes Eric Tsic put trust in him to a certain degree only tho' not completely. At this stage, it is a gamble but the stake is only a mole.
The full trust was given to Chen Yongren when he turned up at the cemetery with evidences of his brother crimes after Eric Tsic buddy/superior was killed in the car explosion that finally won him over.

I think for the last part whereby they showed HK being handed over to China, there is a double meaning. Besides the change of leadership at the government level, it also means a change of the big boss in HK's underworld. This is especially evident when Anthony Wong replaced Yongren's brother pix with that of Zeng Zhiwei's.
