He was telling a lie to Obiwan and also trying to make him think that he (dooku) is actually raising an army against the republic which is led by the sith..which in fact his real motive is to create instability and pave the way for the creation of the empire whereby there won't be any democracy and the sith will be the one true rulers of the galaxy.. -

Count Dooku turned to the dark side after the events unfolded in Ep 1 and after the death of Qui Gon and Darth Maul.
The events in Ep 2 took place 10 years after the Ep 1.
Scenes to note..
1. In the lift ride where Obiwan and Anakin took to meet Padme.. Anakin said he hasnt seen her for 10 years...
2. In Ep 2, Obiwan went to the missing planet Kamino. had a discussion with the Prime Minister who revealed the Clone Army which was created at the request of a leading Jedi Master Sifo Dyas almost ten years ago.. and shortly after that, he was murdered too
3. Also in Kamino, Obiwan talked to Jango Fett which revealed that he was first approached by someone called Tyranus on one of the moons of Bopta for the job (which is to use him as the original host for the creation of the clone army)
4. The Trade Federation Viceroy was being deceived by the Dark Lord (Palpatine) ten years ago over the Naboo blockade.. after this, the Trade Viceroy consulted Count Dooku and revealed this to him..
So all this will suggest that Count Dooku should have turned to the Dark Side almost ten years ago prior to the events that unfolded in Ep 2..
Although it was nv really confirmed in the show, I believe Dooku might have also been the culprit involved in erasing some archive files in the Jedi Library to conceal the existence of Kamino.. -

I must confess i didn;t quite catch the story time and time again it was shown.. until i dunno when then i realised the story and totally got hooked.. think i was about secondary by then.. -
