I'll give one tip first:
It's important to give whole picture when briefing someone else during work. Or else there is a strong possibility of miscommunication - and thus causing a lot of unnecessary screw ups at work.
In other words - if you need advisor or counselor to help you with enquiries for your current career - it might help if you tell everyone else what your current career is to begin with?

First my current career or position is as a customer service but
now due to complication that i also perform IT duties. I hope to
propose to be a IT assistant instead of customer service.
But this proposal will also mean changing of department so
not sure whether can i propose a position change due
to my job scope?
What citerias will that department look for if i propose
a change in my current position.

You might want to find out what is the job scope of an IT assistant first and if one is really required.Definitely if there is a vacancy, it is okay to propose. (At most they say sorry, no thank you, only ma)
But it doesn't mean that if you become an IT assistant, you don't need to do customer service. Often jobs overlap (Unless you are in US where everything is unionised and nobody dares to do your job even if its answering the phone) and unless you find that you are doing IT work almost all the time for a long period, otherwise, they probably just asking you to help out a bit.
But no harm asking?
do you have IT background? if not just do and learn. when the right time just ask for transfer to the department. know that you still have to cover your admin duties. whatever things you see or learn will not be wasted. who knows you can use it in your next employment.
but a lot of things only your superiors or colleagues can advise you. we do not know the details of your job scopes.
