Superiors who have nothing better to do

have u came across those superiors/bosses who are too free and have nothing better to do so they decided to find something to do, like ordering the staffs to check through everything again, sending mass e-mail to everyone about the things that need to be done.
i don't know how to put it but it's like the current system is already functioning well, just because he/she got nothing to do, he/she go mess up the system just so that everybody got something to do.
