Sewer Serpents

  as we all know, sewer serpents refer to people working in the public sector.
  
  but are vocations such as security guards, drivers, IT technicians etc in public sector considered sewer serpents as well? assuming they are not outsourced to outside vendors.

  am i right to say that as in their employment contract, Sewer Serpents are required to be standby 24/7? meaning they must work after office hours, on weekends, on public holiday if the need arises.
  
  they are not entitled to overtime pay as well right?
