This is done for example in court. When it is wanted to make sure that a person keeps his promise an oath is demanded. This happens for example in the army.
Jesus Christ says: "You have heard that it was said to the people long ago: 'Do not break your oath, but keep the oaths you have made to the Lord.' But I tell you:
Do not swear at all."
