Dryness could be one of the reasons for face to look shining. Radiant face also looks shiny.
Try lotion which gives a matte finish without oiliness. I have an acquaintance who recommended us to apply light weight sunblock moisturizer at home. You can try that.
anyway, do look out for ingredient in sunblock which will cause harm to the hormones. Read that the sheer sunblock in tube form from Neutrogena has this ingredient.

Expert advised to look out for PA +++ when buying sunblock. I am not sure about UVC.

must eat fruits. must eat lotsa lotsa Vit C. sunscreen alone not enough. If you want best result must have inner nutrition to work with what you apply.
if you spend a period of time eating more fruits than before, the effect (ie. the improvement of your skin's fairness) is visible.
