  concealer more for covering imperfections e.g. dark eye circles, moles, freckles etc.
  
  foundation is more for even out skin tone. e.g. e colour difference btw one's nose and jaw..due to exposure to e sun (nose is usually darker)

  depends on what u want to conceal.
  
  I like Ettusais's medicated concealer for acne. It helps to make the pimple ripe faster and yet blend easily. I remember around $20 or so.
  
  another concealer (but not medicated) is ice-cream concealer. Can only be found in Sasa. This one is famous among Japanese women due to its "industrial strength". more expensive, abt $40, I think. Not suitable for dry skin area. When it first came out, my friend grabbed two 'coz she bought one from japan before.

  are your dark circles very dark? Kesalan Patharan has this two tone set for eyes. Reddish brown to hide dark circles and yellow to highlight the upper eyes. I think its abt $40. I like the yellow 'coz I can use it to highlight nose bridge or T zone etc. Pretty versatile.
  
  another way, is to use Elizabeth arden's highlighter pen to highlight your cheekbones or the area underneath the dark circles. It will brighten that area and distract attention to your dark circles.

  or maybe it is the trend nowadays to use concealer...regardless of whether u need to use it or not.
