it's not really a poem, it's just "guan gong xun cheng" and "han xin dian bing".
directly translate is "GuanGong(of cos u know who he is) patrol the city" and "Han xin(another famous general,but not as famous as guan yu) counts the soldiers"
The action of Guan Gong Xun Cheng is the action of pouring the tea into a series of cups(usually placed in a circle formation) where u must move ur tea pot a few circles while u pour. Which will help to ensure the taste of the tea from each cup is the same, cos the tea from bottom of the pot taste stronger. If u fill up the cups one by one, the last cup will have the stronger taste. Doing Guan Gong Xun Cheng will spread the taste evenly.
The action of Han Xin dian Bing, is to shake (not really shake it hard, just slightly move the pot up and down) the last few drops of tea from the pot to the cups. This action is to show that you teasure the tea, not wasting the last few drops. And as i said earlier, tea from pot bottom has stronger taste, so these last few drops are the one with stronger taste, that's why when u shake, u should shake to all the cups instead of shaking it to only one cup.
For the part FireIce said shortcut, i not sure what she means. But there is one thing called "gong dao hu", gong dao as in "fair to all", it's just a simple pot which is big enough to be filled with all the tea from the pot, and has a filter on top. All u have to do is to pour all the tea into the "gong dao hu", then u can pour into the cups one by one, the taste will be the same.
For the tools u need, the most basic is a pot and cups and tea leaves. But to do it professionlly u need things like:
"cha pen" - a stand which u can drain unwanted tea and place the pot and cups.
"pin xiang bei" - for u to smell the scent of the tea before drinking.
a scoop - it's not good to use hand to grab tea leaves into pot.
a clip - when u wash the cup, and u use hand to touch it, it's not that good.
gong dao hu - optional.
the above is for the one who serve the tea, for the ones who going to drink the tea, should take 3 sip to finish one cup. This is because of the chinese charater "pin" is made up of 3 "kou"(mouth).
