There are three characters in this poem and I am unsure what the 'him' represents. I would think the willow represents the narrator, but I'm not entirely sure. It feels as though the willow is the one braving the wind and the dreams continue despite it.
I think she is attempting to merge the writing styles of Chinese and Western poetry. Notice her choice of words.
