  huh?? it's the truth.. if they are underage they cant go to adult jail..... especially for underage sexy only... not really a real crime u know.. so they only will go boy home.... and if it involve 2 underaged teens.... especially with good background one... most of the time they wont be charged too...

  if u haven realised such ruling - giving a second chance to juvenile offenders - have been around for quite some time.

  alot of times these youngsters commit the crimes they do without thinking of the long term consequences. hence it is not right to say tt they committed the crimes cos they wanted to ruin their futures.

  yes underaged offenders cannot go to adult jails. but for youth offenders there are sections in the adult jails for them. and there is the RTC too.
  
  if you are committed to the homes, you will have the criminal record with you.
  
  anyway all juvenile offenders are "charged" in a sense - they all go to court and all that. just tt depending on the severity of the crime and the age of the offender, the punishment may differ. and for some, the courts deliberately avoid using the terms "charge" and "convicts" on them.

  anyway to answer the original question, i would say youths and children nowadaes enjoy higher standards of living and quality of life. there are so much more amenities and luxuries for them - things like mrt and lrt for one, and the pervasiveness of the internet, a wide range of activities and pasttimes, better living and schooling conditions, better education policies, etc. i guess we can expect these things to get better with time in general.
  
  but alot of these are double edged sword - the large amounts of information that youngsters have access to can confuse and confound them too. and the technological advances and conveniences and luxuries have also made them more vulnerable, physically weaker and less mentally resilient.

  not easy actually, nowadays, because youths now are trapped between a stable and an unstable society and future. as globalization continues to its peak, among other problems such as terrorism, people cannot easily make a decision that whether they are in safe zone or not.
  
  not easy lo, the glass bubble is gonna break, those 20+somthings will feel it first but they are somehow better prepared oso, compared to even younger folks - whom alot are still in dreamland.
