At his level, he just need to make sure the guy managing the people managing the people managing the firemen is doing his job....

i agree that "he just need to make sure the guy managing the people managing the people managing the firemen is doing his job".
but he's doing beyond that. he's cooking up half-baked inventions that make the lives of firemen miserable.
as for the managing people part, i've heard too much of people saying SCDF is "f**ked up" and a serious lack of morale, regulars included.
