Funfact: You might notice some old timers, warrant officers/ LTA's/ CPT's without fire badge too, mostly are also transferred from SAF or SPF. ;)

At his level, he just need to make sure the guy managing the people managing the people managing the firemen is doing his job....
commissioner ==> division commander===> station commander ==> rota commander ==> firemen
something like that....
and to show care and concern to the firemen so people will respect him.
he don't need a fire badge.

i agree that "he just need to make sure the guy managing the people managing the people managing the firemen is doing his job".
but he's doing beyond that. he's cooking up half-baked inventions that make the lives of firemen miserable.
as for the managing people part, i've heard too much of people saying SCDF is "f**ked up" and a serious lack of morale, regulars included.

than it is up to the firemen and the regulars to feed back to him that the stuff sucks.
