Wagons may be a gd idea but due to space constrains, a van/truck type body would be a much better choice but then again, it still boils down to the overall costs again. Speed limits don't need to reach till that high as safety is still the upmost priority for all the crew as well as the patient(s) onboard the ambulance

I think the high end German wagon should have 6-8 airbags
Bigger body - diesel engine only available - slow 0-100km/h sprint
For example,a 0-100km/h sprint of around 5 sec should have a significant effect in saving the victims.
